A Training Opportunity Provided by the Department of Health, Clean Water Branch - January 27 - 29, 2009
The Hawaii Department of Health, Clean Water Branch (CWB) invites you to participate in a training opportunity.  We have sponsored this same class in the past and received excellent feedback on the material presented.  Most attendees believed it was time well spent.  Further, with the EPA’s recent focus on proper documentation of QA/QC procedures in all environmental projects, including Data Quality Objectives, it would be beneficial to learn more about the planning process.  CWB recommends that anyone involved with environmental projects understand the planning process, and develop the capability to implement this process satisfactorily.  We have scheduled the class to ensure that everyone will have sufficient lead time to plan in advance to attend.

ASCE Hawaii Section Scholarship Golf Tournament in Honor of Steve Fong
See the Golf Tournament Newsletter (pdf - 331 kb).  Please save the date and join us for the ASCE Hawaii Section Scholarship Golf Tournament in Honor of Steve Fong, formerly known as the Steve Fong Scholarship Tournament, to be held on Friday, August 8, 2008, at Pearl Country Club.  The format of play will be a 3-person scramble, at a 12:00 pm shot gun start.  ASCE is jointly organizing this event, together with Cement and Concrete Products Industry (CCPI) and Hawaii Asphalt Paving Industry (HAPI).  The proceeds of this event will benefit up to two (2) scholarships to be awarded to an undergraduate student enrolled in the Civil and Environmental Engineering program at the University of Hawaii at Manoa.  The application may be found on the ASCE Hawaii Section website for those students who are interested in applying.  Additional information for the tournament will be forthcoming on our website.

Universally Accessible Environmental Designs - Tuesday, April 15, 2008, 2:30-4:00 pm, Oahu Room
This workshop is designed for rehabilitation specialists, architects, engineers, and project managers. We will explore how simultaneously designing to benefit the disabled while incorporating a site’s unique character gives all individuals the opportunity to experience the program mission.
  1. Review the historical development of barrier free design standards, including the rationale behind construction limits. Features work done at University of Illinois following World War II to accommodate returning injured soldiers. 
  2. Focusing on the mission allows everyone to experience the mission. Features the USS Arizona Memorial site and describes the fine tuning of the built environment so the mission of remembrance can reach people with varying sensory and physical skill levels. 
  3. Barrier free design does not have to fundamentally alter the mission. Features Keahole Airport and shows how to convey the Hawaiian culture while making a site accessible. 
  4. Creative design and construction accommodations can preserve the mission for everyone. Features Parker Ranch as an example of how to pull together design and construction to meet barrier free compliance, while preserving a unique historical theme. 
  5. 5Access for all can expand your mission. Features Kealia Pond and Wildlife Refuge as an example of a win-win situation in which using accessible design both protects sensitive environments and extends services to a wider base of visitors.

COPRI Solutions to Coastal Disasters Conference - April 13-16, 2008

Solutions to Coastal Disasters Conferences are must-attend conferences for coastal planners, managers, social scientists, engineers, geologists, biologists, economists, oceanographers, meteorologists, property owners, elected officials and others interested in the coast. The Solutions to Coastal Disasters Conference series was developed to provide formal and informal venues for the exchange of information, tools and ideas relating to coastal hazards. This successful conference series has encouraged involvement by a broad audience of coastal professionals for multi-disciplinary approaches to coastal issues.

The Coasts, Oceans, Ports and Rivers Institute (COPRI) of the American Society of Civil Engineers (ASCE) is pleased to announce that the next Solutions to Coastal Disasters Conference will be held April 13-16, 2008 at Turtle Bay Resort on Oahu, Hawaii. The conference program will follow the format developed and enhanced by Solutions to Coastal Disasters 2002, held in San Diego, California and Solutions to Coastal Disasters 2005, held in Charleston, South Carolina. Solutions to Coastal Disasters 2008 will start with short courses and an opening reception; it will include plenary and technical sessions, exhibits, posters, field trips, and social events that encourage participant interactions. The Solutions to Coastal Disasters events are held at coastal regions that provide interesting coastal learning opportunities and attempt to find venues that make it easy for participants to meet informally throughout the programmed event. 

What’s New in 2008: The first decade of the 21st century may well go down in history as the decade of the coast. Global warming and climate change continue to be important to coastal communities around the world, through concerns about sea-level rise and changing storm and rainfall patterns. Coastal disasters such as the Indian Ocean Tsunami and Hurricane Katrina and regular new stories on coastal vulnerabilities heighten the focus on the need for new approaches and solutions that can applied to the array of potential future disasters facing the coast. Solutions to Coastal Disasters 2008 will build upon the information and discussions that developed from earlier conferences and focus on both the lessons learned and the opportunities to best apply these lessons to avoid or minimize preventable losses. The conference will provide opportunities for multi-disciplinary presentations including lessons learned from the Indian Ocean Tsunami of December 2004, from Hurricane Katrina, one of the worst hurricane seasons ever to occur in the Gulf of Mexico and concerns and opportunities developing from the fourth and most recent IPCC Report. Recent disasters have revealed the vulnerabilities of coastal ecosystems and coastal communities, the interdependent nature of coastal systems as well as the intense and conflicting pressures that define human use of dynamic coastal environments. Solutions to Coastal Disasters 2008 will encourage greater examination of the ecosystem dynamics, vulnerability and ways to incorporate social and ecological solutions into the discussion of coastal disasters.

The Solutions to Coastal Disasters series has encouraged international, multi-disciplinary participation. There is always a balance between involving more groups in the conference program and maintaining a participant size that fosters interdisciplinary discussions. Solutions to Coastal Disasters 2008 will continue its effort to seek sponsors and exhibitors who will add beneficially to the conference experience and will work with national and international coastal organizations to make more coastal professionals aware of the conference event. Please help in this effort by distributing information on the conference to friends and colleagues.

Environmental and Water Resources Institute (EWRI) World Environmental & Water Resources Congress 2008 in Honolulu, Hawaii - May 12-16, 2008
ASCE Hawaii Section is a sponsor for the World Environmental & Water Resources Congress 2008.  The theme is "Ahupua'a:  Environmental and Water Resources Technology for a Sustainable Future from the Mountains to the Sea"

Ahupua‘a - Ancient Hawaiian life was based around the ahupua'a system of sustainable land management. An Ahupua'a was a watershed-based, political land division extending from the surrounding mountain ridges to the coastal ocean extending out to and including the coral reef.  The ahupua'a system evolved to protect the upland water resources that were a life-sustaining gift from the gods to be used wisely and conserved by all Hawaiians.

This Congress has become an important annual opportunity for the best minds at work in water and environmental fields to convene and focus on key topics of today. In this time of climate changes and shifting resources, it is vital that those working at the forefront of our professions share their ideas and insights from research and experiences in the field, to generate the best practices for the future.  EWRI invites your full participation!

Workshop Announcement - "Managing Risk in Construction Projects" on Wednesday, May 7, 2008
Understanding the roles and responsibilities of all parties involved in construction projects is essential in the fair allocation and sharing of risk. This workshop will explore the perceived responsibilities and risk exposure of the various participants – owners, contractors and designers. Speakers will provide insight on key issues that are of especial concern and case studies of risk allocation they have experienced on past projects.

ASCE Workshop on Post-Disaster Safety Evaluations on May 12, 2008
ASCE's Committee on Critical Infrastructure (CCI) is sponsoring a disaster management training Workshop on Post-Disaster Safety Evaluations, in cooperation with the California Office of Emergency Services (OES) and Applied Technology Council (ATC) on May 12, 2008 in Honolulu.   Discounted registrations fees are available for ASCE members.  Participants completing the entire training will earn 6.0 Professional Development Hours (PDHs) and those possessing a U.S. Professional Engineer’s license will be eligible to be registered as California Office of Emergency Services (OES) Safety Assessment Program (SAP) Evaluators.  Registration is due by April 4.  For additional information and online registration, visit http://ciasce.asce.org/CalendarofEvents.html.
