Responsibilities include but are not limited to the following:

  1. Assist Changes & Claims Manager with coordination of change management documents with HART and the Contractor.
  2. Participate in the review and completion of HART and Contractor changes through the change process and complete Finding of Merit/No Merit documentation.
  3. Review contract documents (plans, project/technical specifications, engineering reports) and determine merit of contract changes.
  4. Review, organize and respond to relevant correspondence which document construction issues.
  5. Review time and materials/force account work in coordination with field inspection staff and completing the necessary review and approvals for time and materials/force account documents. Record approvals in HART Oracle's Construction Management Software. 
  6. Prepare Contract Change Order documents, change order summary, cost analysis, negotiation strategy memo, independent cost estimate, contractor cost proposal and necessary backup documentation.
  7. Assist in the preparation of independent cost estimates or rough order of magnitude.
  8. Work with Agency Contract Administration and Project Management staff
  9. Prepare cost and time impact schedule analyses and negotiation strategy memo.
  10. Coordinate response time frames for change management documents
  11. Coordinate and draft responses for review prior to signature
  12. Coordinate scoping/quantity/negotiation meeting agendas, take meeting minutes, prepare exhibits, and assist in preparing presentations.
  13. Interface with team members in preparation of change orders for work outside of contract requirements.


Qualifications and Experience:

  1. Bachelor's Degree construction management, engineering, architecture or closely related field preferred.
  2. Methods and techniques used in the performance of duties and responsibilities related to construction management including contract administration and change issue administration and negotiation.
  3. Advanced principles and practices of construction and construction management.
  4. Negotiation principles and practices for complex change issues.
  5. Principles of financial management (expenditure tracking, variance identification, revenue tracking).
  6. High degree of specialized and technical competence in the handling of large complex claims with emphasis on hands-on claim and change resolution.
  7. Excellent organizational skills, strong attention to detail, and ability to analyze costs and schedule differences and impacts
  8. Required to work with HART's online collaboration tools such as Oracle's Construction Management Software and Sharepoint
  9. Proficient in MS Office products and use of spreadsheet (Word, Excel, Powerpoint, Project)
  10. Highly motivated and willing to work with staff with various professional backgrounds
  11. Able to grasp complex issues.
  12. Techniques to work effectively under pressure, meet deadlines and adjust to changing priorities.
  13. Flexibility in job assignments and responsibilities
  14. Strong writing, communication, organizational, and interpersonal skills
  15. Team environment, with significant client interface
