Geotechnical Seismic Design
Considerations have always been embedded in the building codes (Uniform
Building Code). With the significant amount of military construction coming
up in Guam, there is a need for more awareness of the geotechnical seismic
design considerations for new construction in the seismically active Island
of Guam. One of the primary seismic design considerations is seismically
induced liquefaction and how we deal with this topic on a project. Liquefaction
has a major impact on the facilities we construct and the infrastructure
that feed the facilities. This brief presentation touches on some of the
considerations that need to be addressed in a design-build project delivery
process, especially for military construction.

19, 2009 ASCE Dinner Meeting
Program: "New
operations at the PVT Integrated Solid Waste Management Facility”
by Steve Joseph, Vice President and General Manager
PVT Integrated Solid
Waste Management Facility (PVT ISWMF) is a comprehensive solid waste management
facility for construction and demolition (C&D) material and other recyclable
products. Previously, PVT was primarily a C&D landfill; however, with
the availability of new technologies and the desire to improve recycling
and reduce the quantity of material landfilled, PVT has expanded their
services. New operations at PVT ISWMF to increase reclamation and recycling
efforts will include increased sorting of mixed loads, bioconversion feedstock
production, landfill reclamation and provide 10 to 15 new jobs on the Westside
of Oahu.
Steve will have an 8 minute
DVD to show about how to build a landfill which they submitted to “How
Its Made” (as seen on the Science Channel) and will be doing a segment
for them. This video shows the excavation, the lining, and the CQA involved
in building a landfill liner system.

concrete – A concrete solution to storm water runoff” by Wayne Kawano,
President of Cement and Concrete Products Industry of Hawaii.
Pervious concrete is a no-fines concrete mix of coarse aggregates, Portland
cement, and is intended for use as an open-graded drainage material.
Mr. Kawano’s presentation will discuss the environmental benefits and applications
of pervious concrete pavements and will include a video on the installation
process of pervious concrete in a parking lot.

will make a presentation on “Sustainable Design: A Rationale for Residential
Energy Efficiency.” This presentation will summarize scientific
findings relating to anthropogenic influences on the Earth's atmosphere,
offering quantitative assessments of alternative energy technology options.
Having established the rationale for a global renewable energy economy,
a common sense approach to applying energy efficient design principles

jointly sponsored by ASCE Hawaii Section and the Society of Military Engineers
(SAME).
Program: A presentation entitled
"Exercise
Makani Pahali – Planning for Disaster”, by Mr. Joel Hendrix, Chief
of Emergency Management for Honolulu District, U.S. Army Corps of Engineers.
Mr. Hendrix is responsible for preparing the Honolulu District to respond
to natural disasters and military contingencies. He is part of the
national Emergency Support Function 3 (ESF-3) Team Leaders for the USACOE
and has been the program manager or responder to over 80 major disaster
declarations. This presentation will cover the findings and lessons
from the joint services annual mock disaster exercise including readiness
and response planning.

Program: Upcoming improvements
to the ASCE 7 (2010) wind design provisions and the new generation of local
wind maps for the Hawaiian Islands by Mr. Gary Chock, S.E., President
of Martin & Chock, Inc.
Mr. Chock
is President of Martin & Chock, Inc. and is an experienced and well-respected
structural engineer, researcher, and member of the ASCE 7 Wind Load Subcommittee
that develops the wind load standard. He will discuss 1) upcoming
improvements to the ASCE 7 (2010) wind design provisions and 2) the new
generation of local wind maps for the Hawaiian Islands. He has conducted
extensive wind engineering research that included CFD modeling and wind
tunnel testing of the complex topography of the Hawaiian Islands.
His past research led to the development of wind topography adjustment
factors for the Island of Oahu that are currently found in the amendments
of the City and County of Honolulu applicable to the 2003 International
Building Code.

entitled "Assessment of the Ocean Current Energy Resource in Hawaii"

presentation will summarize a recent study completed by Sea Engineering
that includes an evaluation of ocean current resources in Hawaii, an assessment
of the present state of underwater turbine development, and the potential
for applying these technologies as energy resources in Hawaii.

Kahuwai Pono - The Trustee Who Oversees the Rightful Sharing of Water”
by Ken Kawahara, P.E., Deputy Director of the Hawaii State Commission
on Water Resource Management. This presentation will discuss
the organization of the Commission, significant issues and plans for the
future.
Ken C.
Kawahara is a proud graduate of the University of Hawaii at Manoa, College
of Engineering. He has served as an environmental/construction engineer
at M&E Pacific and R.M Towill. At Gentry Homes, Mr. Kawahara
worked on infrastructure construction and monitoring of non-potable irrigation
wells in Ewa. He chose to move to public service and became an engineer
for the City and County of Honolulu, Department of Wastewater Management
which became the Department of Environmental Services. As the Acting
Regulatory Control Branch Chief, Mr. Kawahara managed the surveying, permitting,
inspection and enforcement programs for dischargers into the municipal
wastewater system. He was also a part of the team responsible for
the beneficial reuse of recycled water and biosolids programs.

Modernization Plan calls for major improvements to six commercial harbors
on four islands.

Each year, National Engineers’
Week celebrates the achievements of engineers. Hawaii Council of Engineering
Societies (HCES) is proud to showcase the accomplishments of its local
engineers and students.
From February 17-23, 2008
at Pearlridge Shopping Center, we will feature a symposium of exhibits
and activities that exemplifies engineering creativity.
HCES needs your help to leverage
a spectacular display of broadbased, informative, and relative topics.
Possible project lineup include: how rockslides are contained; how the
Aiea Hts pedestrian bridge was quickly replaced; how red light running
violation cameras work; how construction cranes are removed once the building
is completed; how traffic signs and markings are made brighter; how microtunneling
works; and so forth. You probably can come up with superior ideas by contributing
your project information.

Development of Performance
Based Tsunami Engineering - PBTE
This presentation will report
on current research at the University of Hawaii at Manoa to develop Performance
Based Tsunami Engineering. This 4-year research project is funded by the
National Science Foundation as part of the Network for Earthquake Engineering
Simulation (NEES) research network. Dr. Cheung will present the current
status of tsunami modeling efforts underway at UH to improve both evacuation
plans for all Hawaiian Islands, and our understanding of tsunami bore formation
and coastal inundation. Dr. Robertson will describe a series of experiments
currently underway at the Tsunami Wave Basin at Oregon State University
to improve our understanding of tsunami loading on coastal structures.
The culmination of this research effort will be the development of tsunami
design of coastal infrastructure for inclusion in relevant building codes.

for two years and worked for PSOMAS and had a brief stint with the City
of Palos Verdes Estates. Dawn has been very active in the Hawaii Section
of American Water Works Association, and is currently serving as Co-Chair
for the Hawaii Water Environment Association’s conference committee. Her
hobbies and activities include Golf, paddling, surfing, drawing, flag football,
fantasy football, arts & crafts, and party planning. Of course, all
these take back seat to spending time with Mike, and her 14-month old son,
Kainalu.

YMF President candidate, Lisa
Takushi, received her Bachelor of Science in Civil Engineering from the
University of Hawaii at Manoa in 2003. After graduation, Lisa joined the
Hawaii based civil consulting firm Community Planning and Engineering,
Inc. in 2004, where she is currently employed. Her design experience has
been primarily focused on subdivisions and drainage analysis. Lisa has
been a member of ASCE since 2004 and has been active within the Younger
Member Forum (YMF) for she currently serves as Vice President and has previously
held the positions of social chairperson and secretary.

Hurricane Inundation Modeling for Coastal Evacuation Preparedness” by Scott
Sullivan of Sea Engineering, Inc.
The presentation
will discuss the results of Sea Engineering’s hypothetical hurricane coastal
inundation studies, which they performed for the islands of Oahu and Kauai
to assist the State and County civil defense agencies with coastal evacuation
planning in the event of an approaching hurricane. The analysis involved
one-dimensional computer modeling to help define the coastal inundation
envelope, and included development of offshore wind and wave fields, determination
of the nearshore water level rise and wave heights,
and estimation of wave runup elevation and distance inland along the shore.

Through
tourism, Waikiki has developed into an ‘economic engine’ for the State
of Hawaii. Revenue generated throughout this urban corridor constitutes
44% of the $11.4 billion originating from annual tourism. The modern
beach in Waikiki is largely a product of past engineering efforts.
The engineered beach in Waikiki was largely created by placement of natural
sands from other inland sources around the state. Despite these efforts,
today major segments of the beach have little to no sand at high tide and
local resource managers are taking steps to carry out beach nourishment.

Program: "Future
Energy Challenges for Hawaii and the World" by Manfred J. Zapka of
Marc M. Siah & Associates, Inc.
The age
of Easy-and-Cheap Oil (and energy) is over. Future energy supply will be
based on more difficult to produce and costly fuel. Hawaii has one of the
highest oil dependency in the world and the future Energy Change in Hawaii
will be difficult and costly. The talk will give an introduction why oil
will be more scarce and expensive in the future. The talk will further
introduce energy alternative for Hawaii and discuss the need to improve
the energy supply and demand situation; as the energy transition will be
necessary, timely mitigation will be essential to avoid problems in the
future.
Manfred
J. Zapka graduated with a M.Sc. in Civil Engineering in Germany and a M.Sc.
and Ph.D. in Ocean Engineering from the University of Hawaii. He works
for Marc M. Siah & Associates, Inc., Consulting Engineers. He writes
and speaks about topics of the transition away from overly dependence on
oil and towards a more sustainable energy economy.

2006 Dinner Meeting
Program: Kaumalapau Harbor
Breakwater Repair Project, by Jon Gustafson, Project Manager, and Anthony
Skuk, Project Engineer, of Traylor Pacific
Traylor
Bros., dba Traylor Pacific, was awarded the Kaumalapau Breakwater Repair
Project, on the island of Lanai, in August 2004. The 85 year old, once,
400 foot breakwater was severely damaged by two hurricanes, Iniki and Iwa,
and is now approximately 200 feet long. It provides protection to Lanai’s
only commercial harbor, but since its damage, the harbor is susceptible
to storms and surges, making the harbor, at times, unsafe to bring freight
and fuel to the citizens of Lanai. The project involves reshaping the breakwater,
using existing rock, adding 100 feet to the length of the breakwater, placing
32,000 tons of 3 to 5 ton armor rock, installing 760 each, 35 ton Core-Locs
and placing 2,500 cubic yards of concrete.

The Honolulu
Board of Water Supply (BWS) has appointed Mr. Clifford Lum as the new Manager
and Chief Engineer. Mr. Lum, a Hilo native, has more than 22 years
of diverse technical expertise in water and wastewater with both public
and private sector companies in Hawaii and California. As manager,
he is responsible for the overall strategic direction and management of
the BWS, with a focus on furthering the department’s mission, “Water for
Life - Ka Wai Ola”. He will share his views of the BWS and the challenges
facing the organization in the coming years, including a discussion on
a recently completed rate study.

About LEED, Local Case Studies, by Joe Ferraro, Architect; Ferraro, Choi
& Associates
Federal,
State and County governments now mandate sustainability and green building
design. Leadership in Energy and Environmental Design (LEED) provides a
green building rating system that all CE designers need to understand.
Project components that are considered include site sustainability, water
efficiency, energy/atmosphere, materials/resources, indoor environmental
quality, and design innovation. Mr. Ferraro was one of the first LEED certified
architects in Hawaii and has been involved in numerous projects to achieve
various green building rating levels. This presentation will describe the
LEED rating system components, how to achieve them, and give examples from
local experience.

ORDER OF THE ENGINEER RING CEREMONY
The Hawaii
Council of Engineering Societies (HCES) invites you to participate in the
Order of the Engineer Ring Ceremony to be held at 5:00 p.m. at the Engineers
Week Banquet.
The Order
of the Engineer was initiated in the United States to foster a spirit of
pride and responsibility in the engineering profession, to bridge the gap
between training and experience, and to present to the public a visible
symbol identifying the engineer. The first Ring Ceremony was held on June
4, 1970 at Cleveland State
University. Others like
it have since spread across the United States at which graduate and registered
engineers are invited to accept the Obligation of the Engineer and to wear
a stainless steel ring.
The Ring
Ceremonies are conducted by Links (local sections) of the Order, of which
the American Society of Civil Engineers (ASCE) is one. The upcoming Ring
Ceremony will be the third
such ceremony conducted in Hawaii. More information on the Order of the
Engineer can be found at www.order-of-the-engineer.org.
Any engineer
is eligible for induction into the Order of the Engineer if he or she has
graduated from an ABET accredited engineering program or holds a license
as a
Professional Engineer. Students
enrolled in ABET accredited engineering degree programs are eligible if
they are within two academic terms of graduation.
Guests
are welcome to witness the Ceremony. Participants at the Engineers Weeks
Banquet Ring Ceremony will take the Obligation of the Engineer and receive
a stainless steel ring. The cost for the Ring Ceremony will be $17.50.

ENGINEERS WEEK EXHIBIT
Each
year during Engineers Week, the HCES has organized engineering displays
intended to increase public awareness and appreciation of the engineering
profession. This year we are focusing on “the future of engineering”. We
have witnessed exciting science and engineering projects and the creation
of advanced robotics from students of all ages. HCES wants the public to
be able to appreciate the accomplishments that you and your students have
achieved.
Your
STUDENT GROUP is encouraged to participate in an event that will showcase
their projects, allow interaction with the public and to excite others
about the engineering profession.
The static
portion of their display will be set-up at Kahala Mall on Saturday, February
18th between 8 and 10 am and will be viewed by the public throughout Engineers
Week. On Saturday February 25th, your students will be able to talk to
the public about their project and perform demonstrations from 10 am to
2 pm. (times are tentative based on scheduling with Kahala Mall Staff)

Program: Wind Engineering
Speaker: Gary Chock,
Martin & Chock, Inc.
Mr. Chock’s
presentation will focus on research he has been doing in the area of wind
engineering. Mr. Chock has been engaged in structural engineering since
1980 and has been responsible for the structural engineering of many notable
projects in Hawaii, including the Hawaii Prince Hotel Waikiki, Nauru Tower,
Waikiki Landmark, First Hawaiian Center, the Hilton Hawaiian Village Kalia
Tower, and 2100 Kalakaua Avenue. Mr. Chock has applied performance-based
wind engineering and wind-tunnel testing for dynamic design analysis of
these and other projects that he has worked on. Mr. Chock was also the
principal investigator for the NASA project, Orographically Amplified Wind
Loss Models for Hawaii and Pacific Insular States.

in California, for which they design and build a concrete canoe, a steel
bridge, and other items using their engineering skills, will be presented.
At the conference, they competed against other universities and participated
in a number of other technical contests and social events. The Student
Chapter will also showcase their community service projects and share highlights
of the Chapter’s social events.

2005 Dinner Meeting
Program: Russ Saito,
Comptroller and Director of the State’s Department of Accounting and General
Services (DAGS) on TRANSFERRING RESPONSIBILITIES, PERSONNEL AND RESOURCED
FROM DAGS TO DOE. Act 51 requires the transferring of personnel and
resources associated with the repair, maintenance and capital improvements
of State Department of Education (DOE) facilities from the State Department
of Accounting and General Services to DOE by July 1, 2005. Russ Saito,
Comptroller and Director of DAGS, will provide an update on what we should
know and expect from this transfer. With DAGS’ eight divisions and
seven attached agencies, Mr. Saito’s responsibilities include accounting,
auditing, archives, fleet and parking management, facility management,
project and construction management, surveying, the State’s data center,
IT resource management, and telecommunications support.

P.E., VP, Hawaii Operations Manager, Brown and Caldwell. Come and
join us at the last quarterly luncheon of 2004. This event will be
a joint gathering amongst AWWA, ASCE, and HWEA members. The highlight
of every luncheon is our lunch speaker and we are honored to have Mr. Ray
Matasci, P.E. of Brown and Caldwell. He will present the perspective

The Total Maximum Daily
Load (TMDL) process is one component of a multi-faceted watershed-based
approach to water quality management. In watersheds where the receiving
waters are not reaching State water quality goals, this process further
defines water quality problems and recommends actions to improve water
quality. One goal of these actions is to reduce pollutant loads to
the extent that impaired receiving waters will eventually meet water quality
standards. Dave will provide an overview of the EPA-mandated TMDL
program in Hawaii, describe the current status of the program, and discuss
results from the initial phase of the program for the Ala Wai Canal watershed.

2) ‘Ocean Thermal Energy
Conversion (OTEC) – Status of Systems Technology’. Hans J. Krock,
Ph.D., P.E., President, OCEES International, Inc; Professor of Ocean &
Resources Engineering, University of Hawaii at Manoa.
Technical
improvements in the last decade and a systems engineering approach have
resulted in economically viable applications for OTEC systems in tropical
island communities, including large-scale hydrogen production utilizing
offshore platforms. Most of the progress in OTEC systems in the U.S. and
the world has occurred in Hawaii. Multi-product OTEC systems can now be
based on demonstrated technology and can be shown to be economically competitive
with fossil fuel based systems in many oceanic island communities. Implementation
of such systems can contribute to the establishment of self-sustaining
island communities, independent of fossil fuels for production of food,
water and electricity.

Section President, Westley Chun, invites you to participate in the Order
of the Engineer Ring Ceremony to be held in conjunction with the April
2004 Dinner Meeting of the ASCE Hawaii Section. Patricia Galloway, ASCE
National President, will preside over the Ring Ceremony.
The Order of
the Engineer was initiated in the United States to foster a spirit of pride
and responsibility in the engineering profession, to bridge the gap between
training and experience, and to present to the public a visible symbol
identifying the engineer. The first Ring Ceremony was held on June 4, 1970
at Cleveland State University. Others like it have since spread across
the United States at which graduate and registered engineers are invited
to accept the Obligation of the Engineer and to wear a stainless steel
ring.
The Engineer's
Ring Ceremony is the public induction of candidates into the Order of the
Engineer. The Order is the roster of engineers in the United States who
have participated in an Engineer's Ring Ceremony and who have publicly
accepted the "Obligation of an Engineer." During the Ceremony, candidates
formally accept the Obligation of an Engineer and receive a stainless steel
ring to be worn as a symbol of recognition of membership in the Order of
the Engineer.
The Obligation
of an Engineer is the formal statement of an engineer's responsibilities
to the public and to the profession. The Obligation includes a pledge to
practice integrity, fair dealing, tolerance, and respect, and to uphold
devotion to the standards and dignity of the profession, conscious always
that an engineer's skill carries with it the obligation to serve humanity
by making the best use of Earth's precious wealth.
The Ring Ceremonies
are conducted by Links (local sections) of the Order, of which ASCE National
is one. Over 300 ASCE members have participated in ASCE led Ring Ceremonies
since Spring 2003. More information on the Order of the Engineer can be

Any engineer
is eligible for induction into the Order of the Engineer if he or she has
graduated from an ABET-accredited engineering program or holds a license
as a Professional Engineer. Students enrolled in ABET-accredited engineering
degree programs are eligible if they are within two academic terms of graduation.
Guests are welcome to witness the induction ceremony.
Participants
at the ASCE Hawaii Section Dinner Meeting Ring Ceremony will take the Obligation
of the Engineer and receive a stainless steel ring. The cost for the Ring
Ceremony will be $10.00. Engineers need not be civil engineers or members
of ASCE to participate in the Ring Ceremony. The registration

Kaumalapau Harbor Repair
- Engineering Challenges for an Exposed Deepwater Breakwater.
Kaumalapau Harbor is a small barge harbor located in a natural embayment
on the southwest coast of Lanai. Berthing facilities were originally built
in 1925, and consist of a 400-foot long wharf and breakwater. The
breakwater was severely damaged by Hurricanes Iwa in 1982 and Iniki in
1992 that resulted in estimated wave heights of 20 to 22 feet at the harbor.
A direct hurricane storm wave attack may generate deepwater wave heights
up to 50 feet. Design of breakwater repairs has been completed and
was based on results of a multi-beam hydrographic survey, a 3-D physical
model study, and a 2-D stability study. The repaired breakwater will
use the largest Core-Loc armor units ever constructed, and will have the
deepest toe (–58 feet) and longest overall slope length (130 feet) of any
Core-Loc armored structure. Scott Sullivan, Vice President of
Sea Engineering, Inc. will be making the presentation.

Honolulu Board of Water Supply’s Recycled Water Program Specialist, will
describe the BWS Recycled Water Program.
This program maximizes our precious water resources by using recycled water
to help meet Oahu’s water needs. Recycled water is wastewater that
has been treated to a level suitable for cooling towers, golf course irrigation,
landscaping, ornamental ponds, and other non-drinking uses.
2. Gerald Takayesu,
City and County of Honolulu, Department of Environmental Services, will
provide an update on the City’s rules relating to soil erosion control
and storm drainage. He will also provide examples of best management
practices (BMPs) for residential, commercial and industrial sites.

MARCH 2003 DINNER
MEETING
Program:
1. Use of Plasma Arc
Technology (PAT) by Hawaii Medical Vitrification (HMV) to Turn Waste into
Energy. PAT is a clean technology that is capable of destroying many
different types of waste streams. Virtually no emissions are produced
and no waste goes to the landfill. In addition, glass and metal byproducts
are generated that may be recycled, and syngas is produced to generate
electricity or others forms of energy. Mr. Craig Gorshuch
who is the Environmental, Health & Safety Specialist for HMV will be
making the presentation.
2. New Goals and Objectives
for the State Department of Health. Mr. Laurence K. Lau, Deputy
Director of Environmental Health (as of April 1, 2003) shared his vision

AUGUST 2002 JOINT
DINNER MEETING AND TOUR with Society of American Military Engineers (SAME)
Program:
1. The Cultural Resources
Office of the Hawaii Army National Guard will provide a Tour of Battery
Harlow from 4:00 – 5:30 pm before the dinner meeting. There is
no cost. Wear long pants and covered shoes and bring water. Meet
at the parking lot for Battery 407, within Diamond Head Crater, at 4:00
pm.
2. Wendy Tolleson and David
Cox of the Hawaii Army National Guard will present "Battery Harlow" at
Treetops at Paradise Park. This pre-World War I battery was home to the
105th and 159th Artillery Companies and is one of eleven such defensive
structures built to protect Oahu from foreign invasion. Battery Harlow
is the last of its kind in the world and represents a milestone in civil
engineering achievement by the U.S. Army Corp of Engineers. Please

Residential Steel Framing Systems." With steel prices the same that
they were in the 1970s, combined with automated fabrication equipment and
electronic data interchange, several multistory residential steel framing
systems will be discussed which can increase competitive advantage and

1. Joe Van Ryzin,
President of Makai Ocean Engineering, Inc., will speak on the installation
of Submarine Communication Cables. In recent years there has been
a tremendous growth in providing access to the internet. As a result,
billions of dollars have been invested for the installation of submarine
fiber optic cables. The delicate fiber optic cables are deployed from large
ships and are carefully placed on the seafloor in water which is thousands
of meters deep. The presentation will demonstrate the complexity
of submarine cable installation dynamics and show how sophisticated computers
systems are used to model that complexity and to actually control the cables
in real time.

Deputy Director for the State Department of Transportation, will speak
on the "Investigation of the Effects of Limited Ramp Closures on H-1 Freeway".
The presentation will focus on affordable ways for creating more carrying
capacity through the congested, central portion of the H-1 Freeway.
Simulation of dozens of scenarios shows that a selective combination of
spot improvements can substantially decrease travel times in both directions
of the freeway.

JULY 2001 DINNER

Program:
Dan Arana, Senior Vice President of Building Operations for Dick Pacific
Construction, will speak on the "Pacific Command Center for the Department
of Defense". In June 2000, Dick Pacific Construction was awarded
this $78 million design-build project with completion scheduled in August
2003. The project site is along the slopes of Camp Smith on Red Hill.
Project specifications required the building to be blast resistant and
designed for progressive collapse as a result of the bombing of the Federal
Building in Oklahoma City. Key aspects of the design-build process
and planned construction activities for this project will be discussed.

JUNE 2001 DINNER
MEETING
Program:
Tim Steinberger, Deputy Director and currently Acting Director for the
Department of Environmental Services, will speak on the "Challenges and
Solutions in Financing and Managing the Largest Environmental CIP Budget
in Honolulu's History." Honolulu has historically dedicated a substantial
portion of its CIP budget to caring for the environment. For Fiscal
Year 2002, an unprecedented $200 million has been requested by the Department
of Environmental Services to fund needed improvements to the Sand Island
Wastewater Treatment Plant, to address new permit requirements for several
other wastewater facilities, and for newly identified repairs and replacements
within the collection system. Find out more on how this budget will
be financed with minimal impact to sewer fees, how these projects will
be managed, and what will be expected from the engineering community as
the Department's CIP requests increase over the next several years.
